I think they are trying to fill otherwise empty seats while Bali recovers and introduce some cash flow in.
It would be a fare better option to have the tickets valid for some other time so you could go again. The whole thing appears to be a little rushed and not very well thought out.
Enormous pressure on wholesalers and agents to get the tickets into people hands prior to Feb 2.
Haven't read anything about passport numbers though. Thought it was just Ticket numbers???
