Qantas have such a scheme, but do not fly to Bali. Their cheap airline, Australian, handles all Australia/Bali passengers, but while you CAN use qantas FF points to travel on Australian Airlines, you CANNOT get reward points, nor can you use the qantas club. Garuda do NOT have such a scheme on International travel, but I believe they used to have a domestic scheme.
As to other airlines, just ring and ask them!
All FF seating is subject to availability, and some members DO have priority, regardless of what you may be advised. There are a very limited number of FF seats available on each flight, maybe 2 or 3%, I am not sure on actual seat numbers available per flight.
An economy class ticket to Bali at the full economy rate used to be worth about 11,000 points, discount and package fares used to be worth about 7,500 from memory. So, the more you pay for the ticket, technically the more points you get. It used to cost 40,000 points Brisbane to Bali.. I think is is about 60 or 70,000 now.
