for his time, it shouldn't matter what he's actually doing. Perhaps you could leave the form with him to complete at a not so busy time. Better to arrange the insurance properly and not have any reason to be declined if there is a claim. Just like your house insurance, if you didn't disclose previous claims to a new insurer, they could (and would)knock you back if you had a claim. Not worth taking the risk.
