Travelled to Bali many times and have been to Vegas (returning this year - yahoo) and I too had this problem in Vegas.
I went to a chemist and was given some steroid cream which cleared it up very quickly. Don't know what the red bumpy rash was but I was glad when it had gone as it looked terrible. I suffer more from mozzie bites in Bali and once got a topical tropical infection in my toe once that oozed thick green - real yukky - but that's about it in Bali for me. Funny that we both got it in Vegas as I have also travelled the world a lot (not finished yet either)and have not had it happen anywhere else. But a steriod cream will most certainly clear it up for you.
