I think one of the ways they keep the costs down is hiring fewer staff, hence unless it is a quiet time the staff are too busy to chat. After the last bomb and the one before come to that when it was a bit quieter they were much chattier. I also notice more job flexibility, like the pool boy taking a drink order if the waiter is busy and the gardner or the waiter doing the towels for the pool boy. You don't normally see much of that in bigger hotels. Good and bad really isn't it? Cheaper costs for us fewer jobs for them but a bigger slice of the service charge pie each for those that do work there.
