I get the itchy bumps when I go to Bali as well (on the back of my hands, forearms, behind my knees and on the tops of my feet). I've seen a doctor about it here, and it has been diagnosed as "polymorphic light eruption" (do a search on google or yahoo, there's heaps of info on it). Apparently it's relatively common in some Scandinavian countries. Your best bet is the steroid cream - give it a go!
