this brings up another point. It is quite common for the wholesalers to accept the credit card payment directly from the travellers and absorb the associated merchant fees. In the event of a chargeback the wholesaler loses the money, even though the " contract " would have been intended to be between the agent and the traveller.
Also....it is certainly possible to buy direct from the wholesaler, it's just that they are not encouraged to advertise this as that would make them competitors of the retail agents themselves.
