Often in the travel industry, agents blame suppliers and suppliers blame agents. However in your case when there has been a flight change the airlines system will automatically send a message through to the agent. My bet is that your agent didn't check their messages and is now blaming Garuda. Give Garuda a call and see if a message was sent....and then maybe ask the agent why they lied to you!!!
