are made by BSP (Bank Settlement Plan) which is administered by IATA and which operates on weekly cycles. If you book an "Advance Purchase" fare, tickets MUST be issued by the Wholesaler prior to the Ticketing Time Limit. If they don't, then they are liable for the higher fare level. Fortunately for some Air Paradise passengers who had paid and been ticketed in the week leading-up to the collapse, they were able to receive refunds as IATA holds payments received from Issuing Agencies for approximately 7 days before forwarding on to the Airline. Sadly, anyone whose payments had been made prior to this lost out as Air Paradise International had already received the funds to pay for Tickets + Taxes/Surcharges.

It is only the Accommodation Component of the holiday package which is held in Trust by the Wholesalers for payment to respective hotels under the terms of their Contractual Arrangements.

You may be assured that, even though it is the policy of many Wholesalers to issue documents relative to the departure date, tickets will have unquestionably been issued in accordance with the Airline's Ticketing Time Limit.
