Lipah village [Amed] right in front of the Vienna Beach Hotel.
Various places between there and Good Karma.
Jemeluk, a short drive in the other direction.
Blue Lagoon at Padang Bai.
Low key, but very easy, in front of Resor Prima a few minutes walk from Candi Dasa main street.

These are all within 3 hours or so drive from Kuta etc and easily accessible straight off the beach. The conditions can vary according to time of year, time of day and state of the tide. It's better if you are staying in the area, rather than driving from the South and possibly being disappointed.

The islands of Menjangan and Nusa Lembongan have good snorkeling spots, but you really have to be staying there and that may not suit you. You can go on a day trip to Nusa Lembongan which includes organised snorkeling, but if you're like me you may prefer to do your own thing at your own speed, rather than be "organised".
