Does the land owner have a moral obligation to consult others as long as he's within the law? Of course not. But when a whole lot of locals and guests to a country are blasted into eternity, and wether it happens on Australian or Indonesian owned land, it's a darned insensitive person who does not to take into consideration the victims families when redeveloping.
If it were my pocket size bit of land, yes i'd rebuild my home, and the compromise is i'd find a little spot for the victim's families and others to come to if that's what they wanted. Their offerings would not be trampled on as mentioned in one of these posts.
(The human rights issues were given as an example and in response to your asking when would we ever learn to keep our nose out of other countries business?)
