I'd second Filo's suggestion of Bali Cyber Cafe. It;s on Rum Jungle Road (Jl Werkudara or Jl Pura Bagus Taruna - I'm never sure where one starts and the other ends.) Bali Cyber Cafe is just a few steps off of Jl Legian. I used one of their desktop machines the first few days I was in Bali. After I figured out they also had wireless, I used my laptop and their wireless connection nearly every day for the next 10 days. Worked great! Fast enough for my purposes. Even allowed me a connection to my office over our VPN to operate my own desktop machine in the USA.
I had no problem with the owner (or his partner) cadging candy from me (I had none) but I _was_ forced to listen to interesting tales from the early days of computing in China and Germany. (I suppose I could have moved to another table...)
