If you stand in Jl Legian they parade past there. They are all lined up around 4.30. If you want to go early you can vote on your favourite. The best spot in Kuta is just past Bemo Corner (away from the beach). You will see a huge stand erected there, where the officials sit. All the ogah Ogah stop here and do a dance/performance. Best area for photos but it gets very crowded.
