Indo phones work in OZ?

My son is in Bali at the moment and is about to buy a mobile telephone (don't know brand, suspect it will be a Nokia) and will bring it back to Melbourne. Question is, are Indo telephones "locked" to the Indonesian service?
Any help appreciated.
