I was also there last march for nyepi and yes it rained but it wasnt totally cancelled i saw many before and after the rain. it was disappointing i agree but still so much worth seeing as much as i did. The huge ogoh ogoh were on the beach on the morning after nyepi day as i went to the markets on the beach and they were down towards kartika plaza and i took many photographs of them. I believe they were burnt later that day. As for the others all different banjars have different parades so perhaps they werent the ones from kuta that you say were dumped in valleys and gutters.and yes they are to be destroyed after nyepi thats the ritual as it destroys all the evil spirits that they collect during their parade.
