This started after the 2002 bombings and it was held end of Sept early Oct, This year was the 1st year they changed it to end of June early July. It runs i think for 1 whole week many events happen all week on the beach stretch along Kuta to Legian, the steet parade happens on the last day of the festival (that was great to see) the last 2 days there is a huge food festival on the little street next to Legian and melasti hotel beach end of Melasti street (that is so yummmmy and so many choices of restaurant and hotels set up stalls, even Bali moon with cheap 1 Litre cocktails in a bucket yummmm)
I enjoyed it and would say it is worth seeing ;-)
