The good swells are between May and October. You should be able to get a wave but may be a bit blown out.
Waka Nusa is not near the surf breaks and you would need to catch a boat around. Staying in Mushroom bay says to the locals 'we have money' so expect to be charged more.
The surfbreaks are all along Jungabatu bay and it costs around 10,000rp each way on a boat. Any boat will take you. We always stay in Jungabatu and there are heaps of places to stay.
