I believe they are cracking down on drivers loitering on the street near restaurants and shops, also they are interrogated if caught speaking to particular tourists. Many driver have been moved or banned from "working" in Kuta Square which leaves them with even less chance of picking up work. And one more thing they are confiscating their mobile phone if caught in the wrong place!
