Since marriage is a sacred union that unites two wonderful unique individuals to create a single boring entity, fat people should marry midgets so that the gross nett weight averages out, allowing them to travel as a couple at the regular rate.
Otherwise, yeh... keep them not only in their own country, but in their own homes.
That same law should apply to stupid people, but there's no way to enforce it because not only would they be unable to comprehend the law, they never recognise themselves as stupid and always show up at parliament house regardless.
