ICG does some good work, though sometimes their reports conflict and there seem to be some obvious omissions in their recommendations.
It seems clear to me that in areas such as Poso, where there is longstanding mistrust of the military and police, that the first recommendation should be to replace the entire staff with people the citizens have no personal reason to fear.
Suharto may be gone, but many of his systems of corruption and violence are still in place, as are the people who got used to operating within these systems for 32 years. On a local level, the change from a dictatorship to a democracy hasn't meant much in a lot of places. The head had been cut off, but the arms and legs are still kicking and punching.
