We went to both last year and enjoyed both. In 1987 we loved Candidasa but alas now there is no beach to swim at...we stayed at the Watergardens which is so beautiful, great people and food...went snorkeling one day with a boat...and one day to Tenganan...and its close to Tirtagangga which has the most beautiful rice paddies. We also liked Amed but very different. Stayed at the Santai which was really cool and great food. The snorkeling I liked the most was in Pemuteran off of Mengangan Island. We stayed at the Zen Lifestyle in Serririt which is between Pemuteran and Lovina. They take you out to snorkel and have an incredible, peaceful beautiful set up.
Can't go wrong whatever you choose.
