To be honest there is nothing between them as far as service, seating, food, and safety are concerned, we would not hesitate using either.
Cathay Pacific has consistently topped the Worlds Best Airline List for some years now, with Singapore in second place or thereabouts.
If you are coming from North America, I would recommend Cathay as they will have the shortest flight times, we used them from Perth WA to Vancouver last year, and if you need an overnight stopover then the airport hotel in HK is just great and so handy, and you don't get any noise.
Having said that, Singapore, as a stopover destination, is also such a wonderful place to visit, they are both one of our favourite destinations in Asia.
In summery if I were you, I would decide based on convenience of flight times, departure and arrival, for your trip, and the travel time (length) of your flight, and then any cost advantages, as far as everything else is concerned they are both top class airlines.
