It's more likely that they had to go out and raise money to fund the project before blowing themselves up.
They probably got food and shelter provided, but a large part of what JI does is to raise funds and supply food to the needy anyway. The militant branch of JI is a very small part of the whole organisation. Which is one reason it's hard to outlaw JI. It would be a bit like banning all protestants in Ireland because of the IRA. Maybe not quite like that... maybe more like banning NBC because it's owned by General Electric which also has a subsidiary that manufactures weapons. But not quite like that, either. Anyway... you get the gist, I'm sure.
