you could give them $1 or $2 it's up to you. They cna't change coins with money changers so often collect them then ask people as they depart to change them for notes.
If you pay your VOA in australian dollars you will get your change in rupiah and it will not cause you any un-necessary delays. You should have enough for Porters and a taxi depending on where you are going.
Formerly it was quicker with USD but not now and you save at this end by not having to pay a fee here.
