We stayed at the Bali Garden Hotel in July for 2 weeks. We thought it was great. It certainly isn't a dump. I don't know what people expect for a 3.5* hotel. The couple that came with us had stayed at the Bali Rani hotel before and thought the Bali Garden was better. Their comment was that it wasn't as "polished" as the Bali Rani. I don't know what prices are now, but when we booked the Bali Rani was dearer, so perhaps it is a case of you get what you pay for!! We stayed in a Deluxe room overlooking the garden and were on the Ist floor and thought it was very private. The decor was a little tired but the Tari Spa (which is all new)is wonderful. We could not fault the staff. They were fantastic. We are planning to go back next year with our friends, and will again stay at the Bali Garden.
