Yes they are. Rajas is in Kuta square its a pretty obvious place for tourists?
Maybe try some restaraunts toward Tuban or in Melasti Street. I know some great restaurants in Sahadewa (one of which is owned by an Aussie couple).
I cant gaurantee anywhere is safe, I guess you just have to follow your gut instinct
