its a tourist area, not just for us westerners, Javanese travel in droves to Bali every year, japanese, everyone. How do you expect them to tell the difference between a non local threat and a tourist?
I admit the security leaves a lot to be desired at times but they make do where they can, as best they can. you seem to forget more balinese died than foreigners. You dont honestly think they wouldnt have stopped this if they knew how?
