I can only tell you about the Puri, we stayed there in July and there were people with babies and young children. The hotel is FABULOUS and right on the beachfront. The swimming pool that we used (there are three) has a kiddy pool adjoining it, the youngsters seemed to really enjoy it. The other one has a swim up pool bar, very nice. The Mezzanine restaurant (out front) is great, and there are lots of very nice eating places all around. I personally would think Sanur would be safe, it's certainly quiet. Good shops around etc.
