Have snorkelled at all the places you mention excluding Amed, and found Menjangan the best (Lembongan / Penida is also excellent,as are the Gilis), however many of these reefs have been badly affected by the rise in sea temps over the past years and are a bit dull in comparison to a decade ago. We're planning on trying Amed on our next trip as all reports say the snorkeling there is excellent.
