I don't know the name, so I can't tell you what words to use in a search, but there have been discussions about this on the BTF.
I vaguely recall the first step was to convince people to lease out their land, rather than selling it when times are hard, with the intention of eventually buying back land. So, they were trying to stop the rot first, then rebuild.
There's also a clean water project I came across a while ago which sounded good and might be up your alley. Again, I forget the name, but google will know.
