Yes, he was convicted and sentenced to death.

However, he is up for "retrial" at this point. What apparently happened is he was kept in prison until tourism returned to normal levels as he filed appeal after appeal. The Indonesian goverment (including judges) let him drag the process along.

For whatever reason, the latest news was that his conviction was likely going to be thrown out and he would be up for retrial.

Now with this latest incident, the Indonesian goverment will probably need to crack down on him. But only if tourism becames affected. The almightly dollar seems to be the most important thing to the Bali government. The safety of foreign nationals has not been a priority. The 20 month sentence (was 2 years and reduced to 20 months) of Bashir is just one example.
