I sent money to my Balinese friend a few weeks back and it was incredibly simple to do. You can either arrange it at a Post office or online at Western Union's website:

Basically you nominate how much you want to send over and you pay a fee of $20-$30 dollars. They provide a transaction code to you, which you notify your friend of and they can then pick up the money at a large variety of different agents throughout Bali by showing ID and verifying who sent the money and approximately how much, along with the code you have given them. When you send the money make sure the receivers name matches their official id card exactly.
It usually only takes 10-15 mins before the money goes through and they can collect. I highly recommend this service.
