Some convicted terrorists are on death row. Some will be locked up for many years. Others with small roles got a few years.
Bashir got 30 months, despite there being very little evidence against him. The sum of his crimes amount to him having said "Go for it" when other people told him what they were planning. Even this was denied. The main witness couldn't come to court because the US has detained him and wouldn't let him testify.
The activitities of JI are illegal. The organisation itself isn't like the Lion's Club... there's no clubhouse and list of paid-up members. Saying that belonging to JI is a crime would just be words. It wouldn't actually do anything.
And because Jemmah Islamiah means "Islamic Community" there would likely be confusion in some areas if the Indonesian Government announced that belonging to the "Islamic Community" is illegal.
