Best explanation I've heard, from an interview I've just seen on the BBC. Three reasons:
1. Attack on "the west" in general, via its tourists.
2. Attack on Bali, for its decadent, non-islamic approach, and the welcome it gives to non-islamic westerners. The theory being that the attackers are non-Balinese islamic extremists.
3. Success of the previous attack, in terms of achieving a high profile and high number of foreigners killed, and the capability of repeating it. In other words (very sadly) Bali is a soft target.
