After the 911 bombings, America invaded 2 other counties, grounded all the planes for days, increased security in the airports, ports and other areas and reorganized the government around homeland security.
You can say what you want but they know their priorities.
They did something. Not always the right thing but a lot of it was the right thing and made people safer.
Same with Madrid and London.
Tell me what Bali has done except give the head of the bombings over there a ridiculous 4 year prison sentence and let the others go free.

Nothing. The Bali government is
1) too scared to do anything for fear of retribution
and
2) just doesn't care about tourists
They care about the tourist money but not the tourists.
