I have been searching online and have found that there are in fact several travel insurance companies (mostly from the US) who say they DO cover for acts of terrorism - for example at www.travel guardinsurance.com they say:

"Are Acts of War and Terrorism Covered? Under most circumstances, yes. Acts of War and Terrorism involving the use or release (including the threat thereof) of any nuclear weapon or device or chemical or biological agent are not covered"

I also found several similar statements at other sites.

My suspicions that we were getting a raw deal in Australia / NZ were confirmed when I read this:

"Most — though not all — U.S. policies cover you regardless of whether the U.S. State Department has an alert or warning in effect, but policies issued by companies in Great Britain and Australia typically exclude countries for which alerts have been issued."

Im going to look further into buying my travel insurance from a US company - has anyone else from Aus / NZ done this before?
