i think in great britain they stipulated that all amonium nitrate fertilizer manufactured must have an special additive that renders it useless as an explosive and cannot be extracted once added. i believe it came about because of i.r.a. activities.
probably a stupid question but i wonder why they still make it without the additive elsewhere ?
