I think it depends on the check in person. I went to Thailand last year on my honeymoon, and going home we had approximately 32 kgs each (with Thai Airways). We expected to be charged the fee, but they were fine with it - just added the "Heavy - bend knees to lift" sticker (which I always think is hilarious :-)
