They convert the US$ rate to rp at time of payment. You can often pay by Visa then if you wish or by cash. Visa sometimes attracts a 3% additional charge, depending on the hotel. Downside of using your card in Bali (or Asia in general) is that it could be scammed. I was overhearing a Kiwi in Bali 2 weeks ago who had used his card only once during the previous trip and that was for a cash advance at IBI bank, and on his next statement was $13,000 of purchases made in and around Jakarta! He was having serious discussions with the bank staff when I met him.
