I reckon I'd be more likely to feel a hand reaching into my pocket, rather than undoing a zip on a bag around my waist. Especially since I'm not used to wearing one, and the whole thing would feel unfamiliar (unlike a hand in the pants).
There's also a school of thought that says bumbags make a nice obvious target.
As yucky as they are to open, the velcro pockets that are popular on Bali shorts are a good place to keep money. Velcro on a shirt pocket would probably be better, though -- if you didn't see the thief, you'd either feel or hear him, surely.
