Language issue.
It is true that many Asian languages particularly, Chinese dialects, Japanese and Vietnamese use language in a very different way to most European languages. There are many types of sound that do not resemble our (or other European) languages at all. So whilst as an English speaker French would still sound familiar to me because the syllables are similar just rearranged in a way that does not make sense. Some Asian languages however are so different that because it is a completely foreign sound it just sounds louder. I doubt the decibels are actually louder at all though. I would imagine a Japanese person would say exactly the same about a group of Swiss, Americans or Portuguese. As for being drunk, well my observance is that everyone gets louder proportionately to the amount they have drunk.
