Help please for Fiance's visa letter

I have a friend (Catriona) whose brother in law has become engaged to an Indonesian and they have previously tried unsuccessfully to apply for visa. This is the third attempt and Catriona is asked to write a letter confirming the relationship, sincerity etc.
Can anyone help guide on what should be included in the letter to help their case.
