From all I've heard and read the tourist visa cannot be extended..well legally that is..

And the difference between the 2 is that one can be extended in Indonesia & one cannot?

Perhaps the guy at your consulate could give a link/source to where that info is, as I would be interested.
I can only get the info that is listed below..

"A Single Entry Visa is granted only for the purpose of conducting official government work (Diplomatic/Service), business, social-cultural or leisure (holiday/tourist). A single entry visa is valid if presented within 3 (three) months from the date of issuance, and can be used for a maximum length of stay of 60 (sixty) days. The Government, Business and Social-Cultural visas could be extended in Indonesia. The Directorate General of Immigration will consider and granting the extension of the Business and Social-Cultural Visas, while an extension of the Diplomatic and Service Visa will be granted by the Directorate for Consular Affairs of the Department of Foreign Affairs. For a certain purpose those visas could be converted into Temporary Stay Visa."
