just get the cheapest minimum package at a contracted budget hotel & stay where you want by arranging it yourself? (often cheaper than airfare alone if you are not locked into school holidays/peak time etc)
Most wholesalers do not contract the smaller budget hotels in Bali like the Satriya so your agent will not be able to book it for you.
