Maybe what the agents mean is the cheaper fares are full. I have had this happen to me in the past and was waitlisted for the cheaper fares. If I paid extra I could have got a seat which was the next price up. I was lucky a group of 35 had dropped there numbers and I ended up with the cheaper fare. With the cheaper package deals around it is understandable that not every seat on the plane would be this price.
