Same thing happened to me, yes. Contacted one agent, then contacted another the next day who was first to tell me about a special deal that had just come up that very morning that I didn't even know about, which was some $800 cheaper than what I was about to book. Meanwhile first agent left me a message telling me about the new cheaper deal. Well the second guy had gone to a lot of trouble for me, really nice and helpful. But first agent quoted me slightly cheaper rate and was also really nice and helpful. I went with first agent, but definitely felt bad about it!
Have you gotten written (i.e. via e-mail) quotes from both of them? If not do so, then scrutinize the quotes carefully. I later booked a flight for my husband to Aus with my first agent, and the actual amount we paid for the airfare part of it was like $8 more than she quoted me on the phone - as she hadn't given me a written quote for that flight before I paid for it, I was quite annoyed as I felt taken advantage of. So might help you to compare the quotes: if one is better than the other... well, decision made and nothing to feel guilty about!
