I've been to a couple but best is in Denpasar.

Taxi is way easist to get there unless you like trudging streets of Denpasar.
Shop has a front counter only - cannot go into his store so bit restrictive in that sense.
Sells heaps of lures (Rapala / Yozuri), has hundreds of telescopic rods and line etc.
Also has good collection of reels.
Last time I bought 3 diff Shimanos - one cost me equiv. of A$200 and back home saw it on special in K-mart for $299.
All in all I saved at least $200+.
Though one major thing to remember - he only takes cash so if you want to spend big you'll need lots of Rp. ! !
This is good in some ways - I'd go beserk if he took credit cards.
Though William will also quite kindly point you in direction of nearest ATM.
William will reduce prices to an extent but nothing like normal market type bargaining.
Of course - depends on how much you spend.
There is also a small one in Kuta near Bemo Corner on the way to Night Market.
Very small - mainly telescopic rods, v. small reels and tackle.
Very ordinary unless you want that type of stuff.
Shop called Aquarius - Jl. Blambangan No.2.
Walk east (away from beach) from Bemo Corner
From memory, turn right at second main street on the right (you will walking with traffic flow).
Shop on left hand side about 50m.
