I have only ever encountered these problems trying to book flights to Bali. I have used FF for years and never had any problems getting flights I want to and from places such as LA, NZ, Hong Kong or Singapore as well as locally, some of these destinations I have used points to book 5 seats at a time on a number of occasions.
I don't think Qantas are out to make it difficult to use your points at all, there is a limit on how many seats are released and obviously the demand for them is high. Perhaps try using points to Singapore and buying a cheap airfare from there. Goodluck.
