If you are for, example, on frequent flyer points you're going to get the bad seats, if you are on a very cheap fare you're next in line for the bad seats and if you've paid a full price as in no cheap deal you are in line for the best seats. I don't know this for sure maybe one of the travel agents will post the answer. It does sound sort of logical though and a system I could probably live with!!
