Bali is a part of a developing country, some might say 'third world' (technically correct). The vast majority of people earn just a few dollars a day. I do not believe the balinese are known as being particularly unkind to animals, however, horse blankets and cozy stables would not be high on their list of priorities. Essentially their standards of care would - generally speaking - not be quite up to the standard you might expect 'down on the farm' in Buckinghamshire. I also do not believe the RSPCA are particularly active in this area of the world either.
If you are the sort of person who is easily upset by anythng you percieve to be less than excellent animal care, then you are probably best not even bothering with this activity in this type of environment.
